2024 Manual Letter for Dementia Care in Residential Care Facilities for the Elderly (RCFE) and Miscellaneous Regulation Changes, ORD No. 0423-03

The Community Care Licensing Division released the Manual Letter CCL-25-01 - Residential Care Facilities for the Elderly (RCFE) effective on January 1, 2025. The manual letter includes the regulation package #0423-03 of Sections 87101, 87208, 87219, 87303, 87307, 87309, 87455, 87457, 87458, 87463, 87507, 87606, 87705, 87706, and 87707. 


In Title 22, Division 6, Chapter 8 the following sections highlighted in the regulation package are:

Section 87219 - Planned activities

Section 87303 - Maintenance and Operation

Section 87307 - Personal Accommodations and Services

Section 87309 - Storage Space and Access

Section 87455 - Acceptance and Retention Limitations

Section 87457 - Pre-admission Appraisal

Section 87458 - Medical Assessment

Section 87463 - Reappraisals

Section 87507 - Admission Agreements

Section 87606 - Care of Bedridden Residents

Section 87705 - Care of Persons with Dementia

Section 87706 - Advertising Dementia Special Care, Programming, and Environments

Section 87707 - Training Requirements If Advertising Dementia Special Care, Programming, and Environments


The CDSS Manual Letter No. CCL-25-01 includes amendments to the RCFE manual which requires licensed RCFES to meet the current standards of dementia care by experts in the field. They require that all licensees of RCFEs should provide care for people in a person-centered manner based on individual needs versus a medical diagnosis, such as dementia. 


Moreover, the amendments allows more residents to remain and age in place in the RCFEs they have made as their homes. This also provides peace of mind to the representatives of the residents that RCFEs can be a place where the residents can age in place as their needs change. Aside from these, the amendments require that licensees should evaluate staffing needs to ensure that there is sufficient number of direct care staff to support each resident’s emotional safety, physical, socal, and healthcare needs as identified in their appraisal.
