Garden Grove Vocational Programs for Employment Seekers and Business Owners

Orange County, California - The City of Garden Grove is pleased to announce the launch of three innovative programs that will empower local citizens and businesses while promoting jobs and growth.

Workforce Activation and Readiness Program (WARP)

The Workforce Activation & Readiness Program (WARP) is an employment development program that gives citizens the tools and skills to find and keep meaningful work.  Stand Up For Kids and the Orange County Asian and Pacific Islander Community Alliance (OCAPICA) will provide employment development services.


The services offered in this program are:

  • Resume development

  • Interviewing skills

  • Job search assistance

  • Basic office skills

  • Dress for success workshops

  • English classes

  • Paid internships

These services are offered to people who are in the healthcare, IT, construction, manufacturing, education, and administration

Job 1st Program

The Jobs 1st Program aims to promote job growth and economic development in the area, which will enhance the quality of life for local citizens. For initiatives to retain or create jobs, the program offers grants and loans with 0% interest to eligible Garden Grove employers.

Jobs 1st Creation Loan

  • Up to $50,000 maximum loan amount

  • $25,000 awarded per full-time employee hired

  • Businesses must hire two full-time employees to qualify for the maximum loan

  • Employees must work full-time equivalent, over 40 hours per week

  • Business must be located in Garden Grove

  • Valid GG Business License required

  • Credit score above 600

  • Collateral to secure the loan

  • One loan approval per business owner

  • Re-application is possible after the original loan is repaid

Jobs 1st Retention Grant

  • Up to $25,000 maximum grant amount

  • $12,500 awarded per full-time employee retained

  • Businesses need to retain two full-time employees to qualify for the maximum grant

  • Employees must work full-time equivalent, over 40 hours per week

  • Business must be located in Garden Grove

  • Valid GG Business License required

  • Businesses must demonstrate a minimum 15% decrease in revenue from the previous year

  • Provide payroll or labor reports showing difficulties retaining employees in the past

  • One grant approval per business owner

  • Past grant recipients can re-apply after 5 years

BOOST Program

Garden Grove, in collaboration with Upwards, is excited to present BOOST, a program exclusively for local Child Care Providers. BOOST is designed to empower eligible home daycare providers with free business support and tech tools for one year. The program's primary benefits include strategies to increase enrollments, reduce expenses, time-saving tools for attendance and tuition management, and round-the-clock support with a Care Coach.


To qualify for the BOOST program, businesses must have an active business license in Garden Grove and must operate as a local Child Care Provider. Additionally, business owners need to meet low-income criteria based on the Orange County Area Median Income.
