Creating an Accessible Home: Federal Requirement No. 10

HCBS  aims to ensure that all individuals have maximum physical accessibility in all aspects of their lives. This means that every person, regardless of their physical or mental abilities, can participate in all aspects of life to the fullest extent possible. One of the ways this is achieved by HCBS residential settings is by providing a variety of housing options designed to meet each individual's specific needs. For example, there are settings specifically designed for individuals with physical disabilities, and mental disabilities. Accessibility goes beyond mere compliance with regulations; it is about creating welcoming and usable spaces for everyone, regardless of their ability level.

Meaning of Accessibility in a Care Setting

Accessibility refers to the design and provision of environments, products, and services that can be accessed, and used by all of the residents despite their disabilities or background. It includes creating an inclusive environment that allows people of all abilities to interact, and participate fully in different activities.

Here are examples of ways a facility can incorporate accessibility:

  • Installing ramps or lifts to provide wheelchair users to easily navigate through the facility

  • Making bathrooms accessible and putting assistive devices such as grab bars, adjustable-height sinks, and a larger doorway.

  • Inclusion of braille labels on different areas of the setting such as room signs, elevator buttons, and others. 

  • Using clear and simple signage with symbols or pictograms to aid individuals with cognitive disabilities in identifying different areas and rooms within the residence.

Importance Of Physical Accessibility 

Accessibility is an important consideration in the design of any built environment, whether it be a home, office, or public space. The term "accessibility" refers to the ability of people with disabilities to access the space and use its features. A properly designed space for accessibility will be welcoming and usable for everyone, regardless of their ability level.

While the Americans with Disabilities Act (ADA) sets minimum standards for accessibility in public spaces, Canada has no such law. However, the American Standard for Universal Design (CAN/CSA-B651-12) guides how to create environments that are accessible and usable by everyone, regardless of their ability level.

Why Everyone Needs to Have A "Place." 

There's something special about having a "place." It's a place where you feel comfortable and safe. It's a place where you can be yourself. For some people, their "place" is a physical location, like a cozy corner of their home or a special spot in their favorite park. For others, their "place" is more of a state of mind, something they can access anytime, anywhere. 

Creating an inclusive environment where everyone has their own "place" promotes a culture of respect. It recognizes that regardless of their disabilities, every resident deserves a space where they can thrive and find comfort. By embracing the concept of "place" within a residential care facility, caregivers and staff can enhance the quality of life for all residents and foster a sense of community that celebrates diversity and inclusivity.

As caregivers, we play a crucial role in supporting accessibility. We have the power to create welcoming spaces, advocate for necessary accommodations, and provide assistance when needed. By embracing this rule and actively working towards creating accessible environments, caregivers and care providers can make a tangible difference in the lives of those we serve, promoting a more inclusive and compassionate world for everyone.
